Sharing by Cecilia CHOW (MPA 2013 Graduate)

I am a Senior Inspector of Police working in the Kowloon West Region Police Headquarters. I have been working in the Hong Kong Police Force for over 20 years and have gained various professional experiences in Crime, Front-line Operations, Administration, as well as Liaison and Training roles. As one of the Force’s values is dedication to quality of service and continuous improvement, I have, in addition to the professional courses provided by the Force itself, studied different outside courses to enhance my knowledge and ability. Believing in life-long learning, I have attained the Master of Public Administration with Distinction in 2013. 

The MPA Programme is well known for its well-structured design of courses which can take me through concepts and theories of good governance in organizations for today’s modern society. In addition, the programme also serves to bring together professionals from both the Government and the private sector to share knowledge and experience with a view to improve delivery of public services and efficiency for the betterment of Hong Kong.

 I strongly believe that the programme has broadened my horizons. The knowledge base and skills acquired will be most useful to me in how I can make a difference in my daily work to deliver quality police services in our local community. Finally, I expect to understand through the programme more about the public administration of Mainland China and the implications and impacts of its experience on the public administration in HK. 

Throughout the programme, I have gained knowledge on both hard skills and some personal enrichment. For hard-skills, I learned to look at things from different perspectives and assess options and decisions that balance the needs of the different parties. Enhancing my analytical ability and knowledge of the process of good public policy making, public administration and governance, I can contribute more to the Hong Kong Police Force and our society.

 On my personal enrichment, it is undeniable that on attaining a Distinction in this well-known programme, I feel more self-confident and have a feeling of real accomplishment and achievement.  The network of friends gained through the programme has allowed me to see into different sectors of work in Hong Kong and had been an effective way to engage with others to increase my understanding.
